You can exchange links with another website. Therefore you get in touch with the webmaster and offer him a link. If he agrees you get a backlink from his website to your site. Those links are reciprocal links or Two Way Links. Bear in mind to ask for a link from related sites, they are more important to Google. Look for links from your competitors, they are most related. By the way a Two Way Link is not very significant for a good ranking in Google, sure it is still better than no link. What Google loves are One Way Links. This is a link from another website to your site and there is no link from your site to the other website. You can get such links from web directories. But they are not very important for search engines. One Way Links would be of course again the best of a competing website because they are very related. You sure have problems to find somebody who gives you a link for nothing in return.
You can proceed rather different if you have two partners, B and C. You (A) link to B and B doesn’t link back to you (that would be reciprocal) he links to C. C then links to A. Everyone gets an incoming link, but for which there is no direct outgoing link. All are linked in a triangle: A -> B -> C -> A.
